Disable phone number lookup by default for privacy 
This patch sets the default state of all phone number lookup features to "disabled".
This prevents unwanted connection and information leaking to third parties
such as whitepages and similar network services when searching for a number
in the Dialer's search bar.
Lookup features can still be manually enabled by the user if desired.

9382b6a75f CMSettingsProvider: remove per-user cursor observation 
We don't need it because we don't support using the returned cursor
directly, and it can cause deadlocks when being called from platform
code.

06aec1f6f2 themes: Relabel theme dir after creation 
After creating the theme directory it will be labeled as a
system_data_file.  By calling SELinux.restorecon() the directory
will be correctly labeled as a themeservice_app_data_file

fceb077b6f Don't unboundedly enqueue transition messages. 
As long as the light sensor is providing values, each value change will
enqueue a transition message, which may queue up. Stop doing that and
ensure only one transition message is queued at any given time.

662cb51642 cmsdk: fix visible check in hasChanged 
Previously the visible check was comparing the newly set value to
itself. Now we cache the old value, set new value, and can do a proper
comparison.
