In restricted mode, only CTS tests can register for sensors or call flush() on them. The requests
from other applications will be ignored.

remove old sensor service and implement SensorManager
on top of the new (native) SensorManger API.

missing:
- SensorManager cannot connect to the SensorServer yet
(because there is no SensorServer yet)
