Create tests and improve docs on AttachmentProvider
No change in functionality. Just getting a test infrastructure in place before rewriting to use new EmailProvider. Provides tests for: * get type (raw & thumb) * open file (raw) * open file (thumb) * query * resolveAttachmentIdToContentUri
