870165d2a2 GenerationCache::get would return a random value instead of NULL 
Bug #5401917

This was causing a ton of random crashes in apps.

b4293fe408 Clean up GenerationCache. 
Use const references to keys and values where appropriate to avoid
copying them unnecessarily.

Deleted some dead code.

Simplified a few pieces that were doing unnecessary redundant work.

e88a9a42ca Add TextLayout Cache 
- use GenerationCache for caching
- move GenerationCache.h from libs/hwui/utils to include/utils
- add #define for cache activation / deactivation
