111280a8de Use rand() for MinGW 
The version of MinGW we use doesn't have nrand48() which is really lame,
but we need to use libutils in the Windows SDK.

58c8dd2aa9 libutils: add a binary blob cache implementation. 
This change adds an implementation of a cache that stores key/value
pairs of unstructured binary blobs.
