0e1bc17429 BlobCache: implement cache serialization 
This change adds serialization and deserialization functionality to
BlobCache, conforming to the Flattenable interface.

58c8dd2aa9 libutils: add a binary blob cache implementation. 
This change adds an implementation of a cache that stores key/value
pairs of unstructured binary blobs.
