BufferQueue: Add NATIVE_WINDOW_BUFFER_AGE query

Adds a NATIVE_WINDOW_BUFFER_AGE query, which returns the age of the
contents of the most recently dequeued buffer as the number of frames
that have elapsed since it was last queued.
